BrumEnergy was originally launched in the autumn of 2023 through the Local Energy Advice Demonstrator (LEAD) programme - a national initiative to provide free, in-person home energy advice to people most at risk of fuel poverty and living in hard-to-treat homes.

About the LEAD Programme

The Birmingham LEAD consortium secured over £800,000 in government funding to train local energy advisors and deliver support directly to residents in their homes and communities.

The LEAD programme was funded by the Department for Energy Security and Net Zero (DESNZ) and supported by the Midlands Net Zero Hub. Its aim was to trial new, community-based approaches to delivering retrofit advice and supporting households with cold, damp, or energy-inefficient housing.

The Birmingham project - delivered by BVSC and a consortium of community partners - was one of nine LEAD pilots in the Midlands and 36 nationally.

Who We Supported

BrumEnergy’s LEAD work focused on reaching:

  • People living in hard-to-treat homes (e.g. end of terrace, single wall or uninsulated properties)
  • Diverse communities (including older people, those from Black, Asian and Minority Ethnic backgrounds, faith communities, and non-English speakers)
  • People in vulnerable situations (e.g. with long-term health conditions, disabilities, or on low incomes)

What We Delivered

From autumn 2023 to March 2025, we provided:

  • 6,772 residents with free, in-person home energy advice
  • Support to 718 homes where energy-saving measures were installed
  • Community energy cafés, drop-in events and outreach sessions
  • Warm home packs and practical tools to save energy
  • Tailored signposting to other local support services
  • Developed level 2 energy training course and trained up 10 energy advisors

Through LEAD, BrumEnergy helped thousands of Birmingham residents stay warm, save money, and improve the energy efficiency of their homes. The project also contributed valuable learning for future national retrofit and advice programmes.
